THE DELIVERY PLAN
A manifesto without a timetable is a wish list. What follows is the sequence in which this programme is delivered, beginning on the first working day.
16.1 The first hundred days
Everything in this section is green. It requires no legislation, no negotiation with government and no permission from anybody.
Days one to fourteen
- The accountability and value-for-money regime takes effect in full: diary published, donor register live, outside interests declared and relinquished, and the GLA-wide waste review commissioned.
- Violence against women and girls formally set as the Metropolitan Police’s highest strategic priority through MOPAC.
- ULEZ enforcement suspended and charging ceased. The Clean Air Programme published in full and put out to statutory consultation.
- The expanded scrappage scheme opened to applications on day one, with grant levels set at real replacement cost.
- A moratorium declared on the sale of any police station or MOPAC property.
- The Metropolitan Police instructed to begin systematic seizure of illegally modified e-bikes and e-scooters.
- The street lighting audit commissioned.
Days fifteen to fifty
- First boroughs surveyed for street lighting and initial works tendered.
- The London Flood Commission established and its first borough risk assessments commissioned.
- Commonhold made a standing condition of mayoral grant funding and planning consent.
- TfL directed to bring forward the 30mph restoration and rental e-scooter licensing conditions.
- The empty homes register compiled with every borough and first acquisitions begun.
- Low Emission Zone standards for heavy goods vehicles tightened.
- Construction site, anti-idling and smoke control enforcement teams stood up.
- School air quality monitoring procurement begun.
- Route options work begun on both Thames tunnel crossings.
- The London-wide bridge condition and whole-life cost survey commissioned.
Days fifty-one to one hundred
- The first quarterly public accountability session held, outside central London.
- TfL and MOPAC budgets published in full, line by line, in machine-readable form.
- The first youth centres reopened and the four-year programme published borough by borough.
- The accessibility audit of every bus route, taxi rank and interchange published.
- The London Resilience Plan published and the first public exercise scheduled.
- Pavement cycling enforcement operational with dedicated funded patrols.
- The air quality trajectory published and the first external audit of the Clean Air Programme commissioned.
- Met vetting overhaul begun under external audit.
- The value-for-money review reported and its first savings redirected to front-line commitments.
- Airport operators formally approached on drop-off charges, beginning with the disabled passenger exemption.
16.2 The four-year timetable
Year One · 2028 to 2029
- The Clean Air Programme fully operational across all seven measures.
- Scrappage operating at scale, with uptake published monthly.
- First external audit of the Clean Air Programme published in full.
- Street lighting works underway in every borough.
- Met vetting overhaul complete and externally audited.
- Free under-eighteen travel and the Freedom Pass guaranteed for the full term.
- First key worker housing sites released.
- Hammersmith Bridge restoration contract signed with a firm completion date.
- The river crossing strategy published, covering every crossing from Kew to the estuary.
- Bridge condition survey published in full, with whole-life costs crossing by crossing.
- Accessibility audit published and step-free prioritisation reordered by borough.
Year Two · 2029 to 2030
- Fifty youth centres open, with the remaining fifty under construction.
- Street lighting complete across the worst-affected boroughs.
- Bus route redesign delivered and the hop-on hop-off service running.
- First platform-edge door installations complete on the sub-surface lines.
- The five per cent deposit scheme open to first-time buyers.
- Basement flood resilience scheme delivering in the highest-risk areas.
- Freight consolidation centres operating.
- School Streets programme substantially complete.
- Preferred routes selected for both Thames tunnels and public consultation opened.
- Leasehold reform commencement secured with government, or the campaign escalated publicly with progress reported to Londoners in full.
Year Three · 2030 to 2031
- Every poorly lit street in London illuminated. Programme complete.
- One hundred youth centres open and operating.
- Step-free access delivered at priority stations in the least accessible boroughs.
- Affordable community gyms open across London.
- High street vacancy programme showing measurable reduction, published borough by borough.
- Under-river tunnel works begun at the priority bridge crossings.
- Development Consent Order applications submitted for both Thames tunnels.
- Design competition launched for the first landmark bridge replacement.
Year Four · 2031 to 2032
- Hammersmith Bridge open.
- TfL bus fleet fully zero-emission, completing the largest single air quality measure in this manifesto.
- Final external audit of the Clean Air Programme published, with outcomes measured against the published trajectory.
- Empty homes programme complete, with every viable long-term vacant property in use.
- Full connectivity across the Underground network.
- A final published account of every commitment in this manifesto, marked delivered, in progress or not achieved, with reasons given in each case.
- Consent secured and construction begun on the first Thames tunnel crossing.
